Clearance currency & reinvestigation tracking

The single most expensive loss on a cleared bench is a clearance going inactive — it lapses after ~24 months out of access, and periodic reinvestigation runs on a fixed per-level clock. Record the last date someone held access and the scan derives two dates it never used to see: an inactivity-lapse date (last access + 24 months) and a reinvestigation-due date (granted + the per-level interval, defaulted Confidential 15yr / Secret 10yr / TS & TS/SCI 5yr, admin-overridable). Both run the same 90/60/30/14/7/expired reminder ramp and compliance.expiring webhook as expiry dates — so your FSO is warned months before a benched engineer falls out of scope or overruns their reinvestigation window, not after.

Reusable rate-card library

Define your standard labor-category (LCAT) bill rates once — with an optional rate basis, effective date, and escalation %. Every proposal's staffing plan pulls them in automatically, so "Senior Systems Engineer" bills the same defensible rate on every SBIR/contract bid instead of drifting per proposal. Pick an LCAT while pricing a seat and it pre-fills the bill rate / labor category / rate basis; override per seat any time. Rates are snapshotted at add time, so updating a card never rewrites already-saved seats. Planning / basis-of-estimate aid, not a certified or DCAA rate.

Authorized charge-code control

Employees charge only to valid, active, assigned contract/CLIN numbers — closing the DCAA mischarging gap. Build a per-org catalog of authorized charge codes (code, contract number, optional CLIN, description, period-of-performance window) and grant each employee the codes they may book. Turn enforcement on and the timesheet's free-text project/contract boxes become a dropdown of the employee's authorized, currently-active codes; the server rejects any code they aren't authorized for or that's outside its active window, and snapshots the contract/CLIN from the catalog for the audit trail. Deactivating a code never orphans historical entries. Opt-in per org, so non-GovCon teams keep the simple free-text timesheet.
